Employed by the HK ACE Joint Venture, comprising Hong Kong Construction (Holdings) Limited, AMEC International Construction Limited, China Railway Construction Corporation and China Everbright (Holding) Limited on the new 30.5km KCRC West Rail Phase 1 development built to service the western New Territories of Hong Kong.
The contracts, valued at HK$4.9 billion (circa £400M), comprised the construction of two Rail Stations built over an existing tidal river channel and an operational light rail system, with connecting viaduct sections and Noise Enclosure. Works included piled foundations, reinforced concrete and structural steel superstructure, high specification internal fit out works, external road works, access ramps and bridges, soft and hard external landscaping and demolition of existing major structures.
Quantity Surveyor, CC212 – Siu Hong Station (May 2000 to December 2001)
- Duties and responsibilities included:
- Commercial management and administration of the following major work packages: (a) 450m long diaphragm wall to widen the existing river channel, (b) the station substructure works and (c) the structural steelwork for the station roof, interchange station and access ramp (approx 1,500t).
- Preparation of tender documents for procurement of civil and ABWF work packages.
- Commercial representative at the weekly construction progress meetings providing contractual advice when required and identifying claim opportunities at an early stage.
- Identified and valued a number of Delay Recovery Measures as part of the successful negotiation of a supplemental agreement with the client.
- Valuation, negotiation and agreement of variations with the client’s representatives.
- Notification and submission of all insurance claims under the Contract.
Senior Quantity Surveyor, CC213 – Tuen Mun Station (January 2002 to February 2005)
Following promotion and transfer to CC213, duties and responsibilities included:
- In conjunction with the Commercial Manager undertook a review of the existing financial position on the Contract leading to a reorganisation of the commercial team.
- Management of the team (up to 6 Nr QS’) responsible for the commercial management and administration of in excess of 120 sub-contract, consultant and supplier work packages.
- Identified and developed strategy for variation recovery. Reviewed variation submissions and provided direction to dedicated variation team, which comprised up to a further 4 Nr QS’.
- Valuation, negotiation and agreement of variations with the client’s representatives.
- Responsible for the compilation of monthly internal cost/value reports and end forecasts.
- Writing Contractual correspondence and notices.
- Liaison with and provided advice to the separate claims researchers/writers.
- Ensured certainty of final costs through strategic early resolution of sub-contract final accounts.
- Key player in significantly improving the financial performance of the Contract.
